Idle ASIC before power-cycling it

If the ASIC is resetting when it is power-cycled, the is some chance that will trigger an LED-like glow on a pixel or two. So before power-cycling ("reconnect bouncePower"), idle the loop (effectively "hxconfig idleModeOption=0") and wait for a frame time.
