Assign a better location for unassigned fiber.

When working on INSTRM-1941, I found the the assigned location for masked fibers are targets[isNan] = self.cc.calibModel.centers[isNan] + (0.5 + 0.5j).

Which is 700 micron to the center. We should assign a better location so that is won't move.
