Add detailed design of pipe/manifold of glycol line into SE-IPMU-00016

Develop detailed design of pipe/manifold of glycol line, such as selection of pipe diameter, possible implementation of manifold around SM bench (incl. rough idea of access from outside SM to connection points), and detailed design on telemetry measurement.
Update SE-IPMU-00016 document with these information. Also refer SE-IPMU-00001 for chiller and pipe design.
