Add packages and configs to BEE/SMB systems to support auto-warmups.

The BEEs need sudo to allow running /sbin/shutdown, along with bg,soft added to nfs mounts.
The SMBs need python3-yaml to load a default config file – we had always been starting from a blank config until set from the xcuActor, but that is not always available on power up.
