update summit software for NIR camera

With the delivery on the nir camera, we need to update/install software, particularly:

• ics_hxActor and its dependencies
• make sure alertsActor is correctly configured for that new camera.
• make sure the usual ics software is up-to-date (iic, sps, actorkeys, ...
