Remove query of roughActor from gatevalve logic

Before the new interlock board added pressure gauges the xcuActor had to query the roughActor about the roughing line and blocked GV moves if the state/pressure was wrong.

With the new (well....) gauges those tests are no longer necessary, and add an annoying and occasionally fragile runtime requirement. Remove them.
