generate and declare pfsDesign after dotRoaching

After dotRoaching, we know what are the current status of the cobras, so we can generate consistent pfsDesign with the correct fiberStatus, ( BLACKSPOT, GOOD, BROKENFIBER)

This new design needs to be picked up, by iic, so that the following exposures gets a correct pfsConfig.
