Remove pfs_instdata from tron_actorcore

As it stands, the configuration product pfs_instdata is a dependency of tron_actorcore and not of the actors. So to update an actor's configuration you need to first re-install tron_actorcore. Misery and confusion, plus the strong temptation to cheat.

Remove the explicit dependency. Will need to be added the the actors.
