Test tel_status inserts using gen2 simulator

The kansoku scripts generate the dither offset status keys, and the gen2Actor code writes those into the tel_status table. But we were not running that version of the gen2Actor code during the last run.

Start the new versions of the actor are control it from the Gen2 simulator.
