Pass expectedExptime=SS.SS to the `hx ramp` command

SPS and HX are not yet ready to pass in the real exposure times based on the measured shutter timestamps.

Append an `expectedExptime=SS.SS` argument to the ramp command when exptype is 'arc', 'flat', 'object'. That will set the EXPTIME card.
