Have drpActor call the postgres ingest

We need to switch to a postgres registry at least at Hilo. The drp stack work has been done in PIPE2D-1058, and is currently just on the obs_pfs ticket branch.

The drpActor ingest needs to call a different routine. Per Paul: "The ingest updates are on the ticket branch of obs_pfs. You'll need to call ingestPfsImagesPgsql.py instead of ingestPfsImages.py."
