Write Cobra Movement Data to cobra_target

cobra_target table has columns for the number of steps/on-time sent to the cobras at each iteration, which are not currently written. This data would be useful for determining when fps/cobraCharmer has decided the cobras have stopped moving, which is not currently stored in the DB.
