Compare L1/L2 lengths from dot-crossing data

When Neven demonstrate his analysis on the phi and theta crossing data, we realized that this dataset can be used to constraint L1/L2 arm lengths. So, this ticket is to explore, compare and constraint the L1/L2 arm lengths for better dot-crossing result.
