Update PFIDesign accessors to use ALL.xml by default

The PFSDesign.loadPfi() class method still uses the per-module loading, and the data for that has not been maintained for a long time. Switch to using the 'ALL' module by default.

Also, the ICS butler wants a module-level load(filename) accessor. Add that.
