Create new document on hardware delivery to Subaru on preparation point of view

We have SSN-00020 for ICS-wide shared hardware on computing resources to be prepared at Subaru before points of hardware delivery, but we need to have overall vision on preparation for reception of delivered hardware to Subaru not only computing resources but to include every logistics like electronics.
