Backpatch some PHDU cards after ramp is done

We will need to write some FITS cards in the ramp PHDU which will not be known until we have started writing the file. e.g. and especially the lamp cards required by the DRP.

Add a mechanism to back patch some cards. The usual mechanism is to write the right numbers of blank cards, then go back and overwrite them.
