increase timeout value for sps call to ccdActor read command.

When spsActor calls ccd read command, there is a timeout value associated with.
ccd read used to be ~=45 secs, so I did set this value to 60 sec but with the new procedure read takes longer and occasionally overshoot that 60 second limit.
