fix gen2Actor and sunssActor eups installations of g2cam.

      Description

      Both gen2Actor and sunssActor load the g2cam NAOJ library as a submodule. Our old and dumb install tools do not know about submodules or what to do about them. For now we have to clone the PFS packages, then manually git submodule (init, update), then do the ups declare/expandtable. Ugly and bad.
