Add warning/alarm on cryocooler tip temp == 400K

The cryocoolers have a temperature sensor at the tip. When disconnected, that reading goes to 400K, and the cooler will not start.

We have only seen this at assembly, but it just happened after a warmup and we did not notice. So add a warning and alarm for regular status queries.
