Merge J Karr matching algorithm to master

From the discussion on the #commissioning slack channel 2021-12-05, it has been apparent that due to other important tasks during the Nov commissioning run, the cobra-spot matching algorithm written by karr has not just been merged to master.

Please merge this and update the opDB match table accordingly.
