Return a `pfsConfig` for all SUNSS_IMAGING and SUNSS_DIFFUSE fibers. Use the provided (ra, dec, pa) pointing to generate approximate ra, dec for the fibers. If none provided, set all ra/dec to NaN. In any case, set all pfi positions to NaN.
ra/dec/pa might be fuzzed to avoid information leakage, but that would be done by the ICC caller.

More specifically, we need a (pfs_utils?) library function which returns a pfsConfig given (ra, dec, pa), where (ra, dec) is the telescope pointing and pa is the SuNSS rotator angle w.r.t. the sky.
We will need a second routine to calculate that pa, since SuNSS has a peculiar physical rotation. But we do have the angle of SuNSS relative to the telescope calibrated, right? yuki.moritani?
