Provide plots indicating location of bad cobras

Provide plots showing where the bad cobras are located.

This should be a utility function that is part of the pfs_utils repo, and making use of the pfs.utils.fiberids.FiberIds class (which in turn uses information in the Grand Fiber Map).

Please provide a definition of what is a 'bad' cobra, or whether this is a separate input list.
