optionally pulse iis lamp during SuNSS exposure

iis lamps illuminate the engineering fibers (16 per spectrograph module).
Neon and hgar are the current available lamps.
add the option to pulse the lamp during SuNSS exposures.
Imitating dcb/pfilamps scheme should work.
