Propagate the location of engineering fibres to the FiberIds object

The code that reads the grandfiber map reads the sfib field as an integer with missing values, whereas in reality it's a string field with integers for the science fibres and eng and emp for the engineering/empty fibres. Please return the field still as an int, but with named special values for ENGINEERING and EMPTY instead of MISSING_VALUE
