add a parameter to tweak the duty cycle of the strobe mode.

      Description

      now the "duty cycle" of the strobe mode is fixed at 50%.
      We need to be able to tweak that.

      I think we need to disambiguate what we were calling duty cycle which is actually just the input power for the LED
