Add knob to allow setting idle mode operation

By default, the ASIC takes reset frames while idle. We occasionally, for engineering. need for it to do nothing.

This particular ASIC knob is encoded in a couple of bits of a word which is always set when setting up a ramp. So we need to make sure it can be defied externally.
