Allow the spt_operational_database setup.py to install a directory for ICS

The default setuptools setup.py installs an .egg,, and I do not know how to find the real directory after that. We want to support standalone setup.py for non-ICS, non-DRP users (MP), so try to import the ICS setup, then failover to setuptools.
