      Description

      The ccdActor queries models to create the xcu, enu, dcb cards and concatenates the results into the FITS header. But the FPGA-level cards are returned as part of the Exposure, and the FPGA layer creates the HEADVERS card. That needs to change in response to actor changes (e.g. INSTRM-128).

      Make the FPGA headers come from a method other than readImage(), and have the ccdActor call it.
