Renumber PFI hosts from ASIAA 10.1 net, add ASRD hosts.

      Description

      The hosts-asiaa/pfi.conf file has many of the essential PFI hosts, but assigned to 10.1. Some of the ASRD hosts (esp. pfic) might also need to be added.

      ASIAA used static IP addresses, but the hosts at ASRD were recently switched to the 133.40.164 Subaru net. So the hosts themselves (pfic, fpga) will probably be correct, but we need to record the addresses and make sure they do not conflict with anything.
