Add domeArc command

      Description

      We have a domeFlat command for getting DATA-TYP=flat visits without firing calibration lamps. We need another for domeArc giving DATA-TYP=comparison, for when we take SuNSS data using the dome lights.

          DATA-TYP = domeflat for iic domeFlat I believe.

          Easy enough to add, but would be identical to scienceArc except for the sequence_type
          (arcs can be taken without firing lamps).
