Make single and complete H4 DAQ config file.

The h4 DAQ configuration still just mimics what the original Teledyne library used: the ASIC configuration knobs, just saved in python not IDL.

We need to update that to per-camera instdata files which describe the existing configuration, the DAQ chain serial numbers, the detector and ASIC voltages, and any further peculiarities as they come up.
