Update globus auto-activation handling

We copy from Subaru to PU using globus. The tigress endpoint activation dropped after ~24 days. I don't think I have seen that happen before. This is a client authentication issue.

Normal "auto-activation" failed. Might need to do more, hopefully some non-interactive mechanism described in the confusing https://docs.globus.org/api/transfer/endpoint_activation page.
