Move all common FITS, etc. routines to ics_utils

      Description

      Move any other ICS-only routines which can be used by more than one actor to ics_utils.

      Especially, gather all generally useable FITS routines which are now in ics_ccdActor, pfs_utils, and tron_actorcore. This is for all the oddball Subaru cards, the time cards, the pfsDesign/lightSource/etc cards, etc, etc.
