Add keyword to indicate DCB collimator configurations

We need a keyword or a few to indicate the DCB collimator configurations. Should include a configuration change date, as was done for the hexapod/fpa moves.

Please do not add a FITS field for the config date – we build a dedicated "beam configuration" section of the header, with all the relevant keys.
