Add a tool to ingest data from pfsDesign file to opDB

As per previous ICS meeting, we need a mechanism to ingest necessary data from pfsDesign fits file into a suitable table(s) of opDB. This ticket is about a task to make a tool to do that. We should use a standard library to interact opDB.
