IIC implement mechanism to lock/free ressources, accept/reject incoming command.

From an incoming command, with INSTRM-1122 in place, there will no ambiguity about the required ressources.

• If those ressources are available, ressources are locked, command is accepted, ressources are freed at the end of command.
• if those ressources are already locked, command is simply rejected.
