Add permanent "summit observing" Gen2 status feed

      Description

      Gen2 currently gets all its info, including the status keywords, either from the summit observing system when PFI is on the telescope, or a Gen2 "simulator" when PFI is not.

      For SuNSS, we need the status feed from the observing system when the PFI is not mounted. Eric can provide a module which does this.

      This feed does not have to go in the gen2Actor, but I'd be inclined to put it there if we can.
