Provide bootstrap script(s)

For new users and systems, we need bootstrap and maintenance scripts for EUPS and git development.

ics_mhs_actorcore has a bootstrap_mhs, but it is much too specific to a particular form of ICS development, and does not work well with existing EUPS installations.
