Change *all* PFS system times to UTC.

      Description

      All SPS machines are delivered set to UTC, and all MHS code is expecting to be running as UTC. This mostly shows up in the headers and for logging.

      For human sanity and fewer stupid bugs, can all PFS machines be configured to run as UTC, not HST?
