Return error mail to reply for JIRA ticket notification email

      Description

      Unfamiliar user sometimes try to add comment by reply to email.
      It shall be better to return some error message to these email, in parallel to forward email to administrator just in case.
      May need to think about back scatter of error, but possibility shall be small (or error detected by admin in other point).
