Wire in outgoing mail

Mail is not being sent out when e.g. issues get created. I looked around but did not see anything obviously misconfigured (Outgoing Mail server is configured and the test mail works, the default notifications are configured to send mail, etc).

I wasn't sure where to find the jira logs, so can go no further. Over to you....
