Sort ics_doc repo to have better document structure

      Description

      Following the recent update under INSTRM-796 , it is better to sort out the rest of existing documents, namely, documents by Atsushi, and commissioning.

      The proposed structure is

    * SE-IPMU-xxxx/   // one directory per one document
 - SSN/
    * SSN-xxx/   // one directory per one document
 - Commissioning
