Add missing github repo to repos.html and delete subaru-pfs.github.io repo

Add ics_cobraOps repo to repos.html, and delete subaru-pfs.github.io repo.

Note, pfs_infra_ipmu and pfs_misc repos are not for general software development handled by pfspipe, so might not need to add into repos.html.
