Change JIRA email sentout from @pfspipe.ipmu.jp but not @pfs.ipmu.jp

      Description

      Currently, emails from JIRA installation are from jira@pfs.ipmu.jp, once INFRA-106 is agreed and mail lists are changed to pfspipe.ipmu.jp, consider to change JIRA notification from jira@pfspipe.ipmu.jp.
      This also affects to INFRA-99.
