Introduce fiber-hour budget for observation programs

Whenever observations are made that can see scientific targets from different observation programs, it is necessary to make sure that the total fiber hours spent on each observation program do not exceed the respective budgets. It should be possible (but optional) to specify to netflow how many fiber hours may be used for each observation program in the given set of observations, and somehow specify how individual scientific targets are linked to observation programs.
