Resolve runtime issues of Gurobi Optimizer

      Description

      FIBERALLOC-9 report significant changes in run time after updating from version 7.2 to 8.1.

      Given the already long runtime this is not acceptable.

      A set of tuning parameters to gurobi must be found to mtigate this. See FIBERALLOC-9 for details.
