Add a specification for Coadded Spectra

Following discussions during the DRP telecon 2019-04-19 and in the #drp-2d slack channel, it was identified the need to retrospectively define the format for coadded spectra. This is distinct to pfsObject s, that would capture merged spectra across all arms.

Please add this to the datamodel.
